This document is the 14 October 2003 W3C Recommendation of the PNG specification, second edition. It is also International Standard, ISO/IEC 15948:2003.

Perdona, ¿pero qué tiene que ver? Te reto a que me indiques en qué parte de la especificación de HTML ó XHTML recomiendan o sugieren el uso de un formato concreto de imagen. No copies partes de otras especificaciones. Mira incluso la nota incluida en HTML 5 al respecto [w3.org]:

Should we restrict the URI to pointing to an image? What's an image? Is PDF an image? (Safari supports PDFs in elements.) How about SVG? (Opera supports those). WMFs? XPMs? HTML?

El W3C promueve varias especificaciones o estándares, como por ejemplo CSS [w3.org], y sin embargo mira qué dice la del HTML 4.01 sobre las hojas de estilo [w3.org]:

Independence from specific style sheet languages
This specification doesn't tie HTML to any particular style sheet language. This allows for a range of such languages to be used, for instance simple ones for the majority of users and much more complex ones for the minority of users with highly specialized needs. The examples included below all use the CSS (Cascading Style Sheets) language [CSS1], but other style sheet languages would be possible.

¿Lo tienes ya más claro? Son estándares distintos y opcionalmente complementarios entre sí, pero en ningún caso utilizar uno fuerza a usar el resto. Y por cierto, como se nota que es la primera vez que echas siquiera un vistazo a estos estándares te contaré un secreto: el W3C nunca usa la palabra estándar para las especificaciones que crea, siempre habla de recomendaciones.
